Do the risk assessment now or the investigation later. I coined this statement early in my career. I recognized that looking for what could go wrong is the first step to any kind of hazard reduction. Systematic reduction of hazards requires continuous activity including, Planning, Budgeting, Communicating, and Confirming. Relevent stakeholders need to be involved, including regualtors and first responders, depending on the hazard. The final best practice is holding Drills. Practice makes perfect so drill the plan as often and realistically as possible. You'll never findout that noone has the key to a locked fence until you are trying to open it for EMS.
