When face with competing priorities clear path to narrow in on specific directions can be a bit thin. Stakeholders have scattered data, but unable to derived a clear direction (in every data, is a story), but how it's told, would rightly impact decision making from an informed stand point. With the aim to make the data visual clear and easy to read , I will consider doing a decision tree analysis, streamlining every possible outcomes + impact. This analysis will give each stakeholder an idea and the responsibility of their individual actions, except they negotiate and narrow down on the best possible out comes. Heat maps will be a second option.
