I personally think that the best way to get good data is actually to use it a lot. In my own experience, data normally flows from bottom to top, when the use of that data normally flows top to bottom. If you manage to create dashboards, KPIs and metrics that are actually useful for the day to day use of the feeders of that data, or at least the department more closely related to where it has been created.
