This is a funny question. I can see the opposite, business worried about the wrong users having access to too much data. Making sure the right data is not only available, but usable, is exactly what BI is for. The only question is who in the company can use the data to build value. Prioritize the ones who can get the most value, and train them to find insights however you can. We have so much data, and so little insight. Simple governance should handle who has which access.
