In any engineering (or STEM) project there will be an order of priorities, because while some items can be developed in parallel some require a foundation to work from though you can have a "concept". I would start by looking at the project objectives - this will tell you whether the primary priority lies with the digital or analogue section. In general, the priority will be the analogue section. Here I would ask the digital team to provide limits to what they can do and create a concept. The analogue team would then proceed with their bit until the digital team could step in. If the project is primarily digital, then you switch the roles; the analogue team will provide the limits and the digital team will then proceed first.
