USER STORIES are the modern way of developing meaningful specifications from the business unites. AGILE & other PM approaches use these to capture the business view of needs that is less technical & expressed in E-Z to understand User stories should be actively discussed as focal points in planning & review with business leaders. They must be kept up-to-date, versioned & stored in central repository (e.g., JIRA, SNOW, MS/Project, Confluence, etc.) In the past, usually these types of business SPECs were part of the project plan or BRD. USER STORIES are an SDLC improvement as more user centric business resource that is more readily updated & understood by the user community :)

As an agile educator I would recommend checking the user stories and their format. They are simple to easily align to goals. But most importantly, in my opinion, is that the ScrumMaster and Product Owner speak to figure out where the challenge lies. I have found that most issues of various magnitudes are usually ironed out through strong communication.
