I suggest going back to the fundamentals and creating a well-documented communication plan & Stakeholder management plan, publishing it, and letting everyone adhere to it. We have so many communication channels that sometimes we become over-assured that these many channels would ensure smooth communication. Ex- The communication plan would also talk about communicating about the changes, resources, and other issues and it's impact on the overall project. So a clear communication plan would minimize this challenge or let everyone agree to the changes in the schedule due to conflicting priorities.
