I think the questions may be misphrased. It probably meant to say "How can you creatively contain it impact?". Frankly, if people do not hear about your product, they cannot consider buying it. The competence of the person who cut the marketing budget would be questionable, unless he/she has a reason and alternatives in mind. Removing the football from the field reduces costs but also means there can be no game.
