GDS in the UK has good principles about this. They reuse existing research as much as possible and share existing data too. We need to define clear goals, prioritise methods that will give a better return for the time and budget we have, leverage existing data, run some rapid reports and iterate smaller problems in less time. I'm a big fan of mapping out all problems, and go one by one in shorter periods instead of massive ones that we will only see a return in 6 months. That's how you enhance efficiency and don't sacrifice insights.

I have always thought of an idea that may help in this situation too. Once the business or product problem has been defined and streamlined, the researcher and data analyst can sit together with the UX designer and use an approach which is nested in its essence. Something like progressive disclosure. The problem defined can be now refined backwards through the data available and the insights that it can produce. Nesting the research problem within other sub research problems inside out from data and finally achieving the solution for the main research problem that was initially there. This will not only help in improving the quality of insights but also gather more richer throughput which is efficient and effective.
