Anecdotally we had a group of neighbours who were (rightfully) very concerned about the extra cars that our development would add to the street. We found common ground by identifying the source of the policy (the local Hospital workers and the city's restrictive development policies which forced us to limit on-site parking). We are currently lobbying the city together to change their policies and working to keep the street parking for residents only. TLDR: Identify a common enemy or purpose or cause.
