Its very important to understand what the enterprise goal is and how the various departments are expected to contribute to this. These information will then feed in to frame a long term and short term blueprint for IT planning. The short term one will be the current financial year one and how it will realize value for the current and beyond. These could be decisions to invest in new infrastructure like moving to the cloud from on-prem or a hybrid model or a strategy to go with a mix of vendor and FTE strategy to align on what gets developed in house and what gets outsourced etc. Continuity and Contingency should also be pushed in this plan and shouldn't be overlooked at any cost.
