I agree with delegation and empowerment. When a team struggles the Team leader has to assess the situation and call for a meeting. And calm & clearly explain the position and the requirements of the Project. Then breakdown the Project to tasks and delegate to each of the Team members so that they own the tasks, take responsibility. Recognize the work done and appreciate the Team for accomplished tasks. This will make them more engaged and they will learn fast from their mistakes if they happen. Make them feel proud in their work.

There might be communication issues within the team which can be sorted by accessing the root cause of the problem, have an open dialogue in a safe place with the team, clarify the project's objective and goal, set clear expectations for deliverables and deadlines, have collaborative efforts, address emerging issues, establish clear communication channels and monitor progress.
