(edited)There is a subtile hidden agenda here. Are decisions he makes good? Do other teammembers follow him? Maybe you have potential aspiring leader just under your nose and you are ignoring him? If answer is yes, you have to work 1-1 with him, explain processes and empower him to formally take position he has already naturally taken. If not, he hasn't really gained control of anything, he is just loud, and you shall be able to regain control by "This is what we gonna do..." as soon as he finishes his triade.
