Nothing in the world nowadays called “unexpectedly exceeds” .. if this is the case then there are poor financial / projects controls which need to be revisited / revalidated .. also Project’s chart of authority COA need to be audited as it’s a compliance issue and need an immediate measures to control that damage.

Possibly not if it seen along with following dimensions - Has it resulted in an uplift of unexpected level higher revenue - Has it reduced the timeline to reach the point - Has it resulted in Higher AOV. So Budget is function of Outcome, so focus on the outcomes, Else one can be Penny wise Pound foolish!
