On top of the great suggestions by other contributors, I would like to first reassess the plan. If it's a strategic plan then it is meant to bring in more revenue, increased operational efficiency or cost optimization. I would simply look at the opportunity cost of not implementing the plan v/s the budget cut. If the opportunity cost is higher then there is a room to discuss with decision makers to relook at the budget cuts.

Typically a coherent strategy is able to link the scalability of one unit to one thousand (as an example) - > of whatever the business case is. Mainly through KPIs and specific financial outcomes for each strategic activity undertaken. Therefore when you have to cut down on elements of the strategy due to budget cuts it should be in a similar systematic manner - allowing for the same strategy to still be executed with accepted delays from budget cuts. Alternatively - still being able to link the scalability of one unit to a thousand units (in my example above ) - leverage innovation to achieve growth with constraints. If the team understands this - communication across the Org shouldn’t be difficult. With it - Success.
