I think this is like the chicken and egg myth. Eventually, they practice software upgrades at intervals of 5-6 years because the perpetual license can be used even though they have stopped the subscription. These practices by end users cause the CAD software company to implement a SaaS model, which enforces software subscription on end users. Most importantly, I believe the software should be upgraded at all times.
