We are not robots and our actions are driven by stress (pressed with time), knowledge, and distractions. So first and foremost of any infosec practice is continuous training and education. This training must be practical and the education pedagogical and easy to understand (not academic)

This step is very important since resources are very limited. Focus on your greatest need for the business, industry, operational, and lastly adaptive security. Yes, it sound paradoxically that the last is security but you need the business to work in compliance with all requirements (including badic security) before you start improving your security posture. You need to satisfy the external requirements before addressing internal requirements. The more resources (capital and skilled/knowledgeable personnel) you have, the more you can do.

What you want to do every year but keep in mind that you may be able to do only one or two implementations per year, and implementing requires configuration and testing to be useful. Having something does not mean is doing its intended or expected function. Implement-configure/customize-test-deploy-monitor. That is a complete implementation.
