Show the person the larger picture and how these delays are hurting the project as a whole. PROVIDE SUPPORT, assistance, and a cooperative approach to the issues. The repercussions for the project as a whole will be less severe the sooner you respond. Explain the delays, the effect they are having on the project, and request assistance.

Secondly, if the reason it is not from the system and is related to personals, then what the problem is it psychological issue, incentives or the just personal insurgency. Then according to the problem identified solutions should be applied and order should be restored.
