I would speak to them at a personal level as they are obviously struggling with the deadline. Its important to be aware of the WHY. Not forcing them to be better. Many people especially people with ADHD have issues with deadlines. Bring the humanity back.

Why? - If someone has no values with regard to showing up on time and finishing what they start, they are for sure not on my team, so there is no issue like this we need to solve. - Now if they have those and still fall short, I believe the problem is coming from somewhere else, likely from their private life, strongly effecting their professional one. In this case, the best you can do is be a human and provide active listening, radical honesty and flexibility in understanding; then take the situation forward from there. Hands on deck, training or clear expectations are not tools but basics, please stop glorifying them.
