The better strategy could. be to refresh system on a schedule that best fit the company's financial targets. Some company refresh system every 5 years and keep their staffs on top of best possible efficiency in better performance systems. Time is money, better systems allows better efficiency to get things done. Replacing hardware on existing system is also a possibility but investment in used equipment sometimes might break even on efficiency versus cost - meaning saving money but lose some efficiency.

The approach I have found best is to ensure a lifecycle management system is in place. When done correctly, this allows the company to refresh systems due to age/performance while they still hold enough value for recycling rebates. Typically refreshing your fleet on a 4-5 year cycle, while leveraging a recycling vendor that returns the residual value of a device to you keeps costs down. While the first instinct is to upgrade individual components in a device, that can incur hidden costs of staffing the techs to perform the work, tech error, and shipping costs for sending the device back and forth in our remote work environments. Additionally keeping the fleet updated with newer hardware reduces costs to the business related to break fix.

It's so important to upgrade your hardware infrastructure to maintain your network and your work flow In one of my project that i had , they used old version of cisco 4500 x on their data center and it was itrupted our traffic and it was hard to find that i saw the hardware usage of switch and i found that it had lack of memory and cpu and when i changed it the traffic looks perfect and everything was ok So it is nessesery to maintain your prosidure by upgrading your hardware devices to latest generation.
