I will assume here that methods like dialogue and training have been implemented. Another way to go about it is to address the issue of MOTIVATION. We typically will advocate for things that benefits us in some way. So, sell the change. Whether it's how the new software will make their work seamless, or how going for the mandatory course is a regulatory requirement that would boost their career growth. Address what could motivate them. Also, identify respected influencers among the group that can sell the change and get their buy-in.

It's honestly a tricky thing we come across. But nothing works if forced. Rather we have to develop a sense of belonging among people. Like at home, if we know some change must be implemented, doesn't matter if we lived for 10 years there. Because we have the sense of belongingness. Hence we have to develop the feeling of belongingness.
