The easiest way to implement the contract documents is to have a design team handoff and a pre-construction meeting. It is generally understood that the design team has created the contract documents so they should brief the CM of anything particular, especially any special inspections that are required. Then at the pre-construction meeting the CM can review these special provisions with the contractor. This is the meeting where you can dictate to the contractor the CM or the Owners expectations. The synergy between QA and QC, along with continuous improvement efforts, ensures consistent quality and addresses challenges as they arise.

Surveillance inspection guided by the ITP is a basic tool for monitoring quality control by physical inspection at site. For non critical items, where inspection is seldom or none at all, review of documentations prior to shipment release is a key. You can somehow gauge how a vendor implements their quality plan by reviewing their inspection documentations prior to shipment release. A lot of comments on their qc documentation should concern you whether quality is actually being met. A surveillance visit might also be necessary whenever an NCR is raised affecting a huge quantity of supplied materials.

One thing I've found helpful is to create templates for different types of inspections, from paving operations and MPT to installation of a water main to special inspections like testing of concrete. This takes some time to create, but not only does it keep records throughtout a project or on multiple company-wide projects similar in nature, but saves so much time (and money) on the backend. The inspection report is the first thing the lawyers want to see. Provide a boilerplate that can be easily customized and always leave room for a personal narrative to be written.

Quality control involves the proper execution of activities as per the approved MST, ITPs and their approval through WIR by supervision consultant. It also involves all field inspections and their docukental approval. To monitor the ongoing activities during execution, proper surveillance by the quality personnel is mandatory as Quality control is all about identifying and correcting the defects. Quality TBTs prior to start of any new activity, surveillance and continuous learning of team involved in execution by Quality team are the key factors to maintain quality at a project.

This is a great piece of information that often gets overlooked. In my experience, people don’t care until they know that you care. So take the time to get to know your crews and the people working underneath you. Make it a point to interact with them, give positive feedback every chance you can. People will inherently care more about the job they’re doing if they know the leadership cares about them. If you take the time to do this and the things mentioned in the paragraph above, I can guarantee that you will have little to no issues with quality control. You’re not just fostering a quality culture, you’re fostering a feeling of value, and helping to raise people up.

Effective QA and QC must work in tandem to uphold quality standards in construction and installations. Without robust QA practices, maintaining quality becomes challenging, and the QC team encounters difficulties in controlling defect ratios. Emphasizing QC alone is insufficient; a holistic approach that integrates both QA and QC is essential for sustaining high-quality standards throughout the process.
