One thing in this part of the article that always complicates response is communications. All too often we believe we have effective communications because we know the people we will work with, but do we truly test communications? I mean, we test equipment, we test plans, but I believe where we faulter is when we need to understand what information needs to be communicated and to whom. Time and time again, during a hotwash or an After Action Review, one of the top needs improvement area is communication. I challenge that aspect at times because it may not be communications that faulter, it may the message that does or maybe whom should receive that message is confusing or forgotten.

An additional method that is extremely beneficial when trying to get people involved in emergency management planning and plan evaluation, is games. Using this option can be very effective. Games allow the opportunity of learning and revising plans while having fun doing it. A lot of people think plan reviews are just another check the box they have to do. By using a game to review plans, they not only will have fun, but they will learn something especially when outside stakeholders are included. I recently facilitated a game like this and overwhelmingly the feedback was that the participants enjoyed it. More importantly, they learned what each stakeholder would do given the scenario. I do not think we use this option often enough.
