How can you get policymakers to listen to your advocacy efforts?

Everyone has interests and priorities, and this includes policymakers. In order to advocate effectively, I conduct thorough prior research to identify areas of synergy between the policymaker and my focal area of advocacy. I have found that my ability to craft my message to fit or resonate strongly with their interests, priorities, and values; while also offering compelling and credible solutions as applicable, increase my chances of successful advocacy.

An experienced political activist has drilled it into my brain that most political figures are swayed by as few as 10-20 calls to their office. Most people don't bother to contact policymakers, so if you have a concerted approach, with a fairly small of dedicated people, you can make a difference. Unless, of course, the opposition to change is extremely well funded and organized, in which case use stories, unrelentingly, whenever the issue arises in the public eye.

Focus on clear, concise messaging backed by data, build relationships with key stakeholders, engage in respectful dialogue, leverage various communication channels, and participate in relevant public forums or events to amplify your message.

It’s about knowing your audience but also where your audience socializes. Where do they go to connect and learn? Where do they share? A huge part of advocating and influencing is knowing the channels and being strategic about when and how you socialize.

I would add the importance of being realistic, understanding the policymaker's constraints, and moving bit by bit rather than taking an 'all or nothing' approach than can intimidate/alienate. Small agreements that are made and then implemented can show that things are possible and may achieve a bigger change in the long run.

Advocacy for sustainable development requires a nuanced approach that considers the environmental, social, and economic dimensions of policymaking. Be realistic in terms of what are the demands. We should have data about the same and chain of impact which it can cause. What is the mutual benefit to adopting the specific possible for example you are approaching to build toilets in one of the villages of a block where there are toilets in most of the villages and villages are using. So you can say that working on this causes our block ODF which will be a great achievement for us.Just taking a small example. Make a list of influencers for the same cause who can influence the policymaker and also those who can impact her/him in a negative term. Use this for the persuasion.

Understand the interests and backgrounds of decision-makers. By analyzing their previous decisions and public statements, you can better respond to their priorities and adapt your arguments accordingly.

Get to know audience is important to understand what thy stand and would benefit for, AND to understand the systems that can be attached to the decision making process. The dynamic and interaction of individual and the system is a reach source for problem solving and yet underestimate. So, stay aware of it is really important

Speak effectively and with sincerity. REALLY be about it and have REAL studies with proof for the need. Identify possible areas where funding can be sought after, with the backing of the audience Have professional testimonies ready to back what you are pitching and do everything you can NOT to get into political items that are off course. The fewer political strings attached, the broader the reach! Stay focused on the goal and the good in achieving that goal! Keep your room encouraged about the positive community-minded resolutions to come with better policies, practices, and funding!

Be sure to make it human. People cannot connect to numbers, but if you give them a story, they can build a stronger emotional connection. Consider using testimonials, anecdotes, and quotes to give meaning behind the data.

Constituents best understand a mission when you provide very explicit impact metrics. It needs to be a clear equation, so they know exactly how their support will create an outcome for a community they are connected to.

In my experience, the best way to connect with policy makers is by leading any communication with values-based messaging. First, you will have to do research about the values important to the policymaker and find shared values with the issue you are advocating for. Leading any conversation/message with shared values help establish a human connection with the other person, it will activate emotions and a willingness to listen to what you have to say. How we choose to present our issue to decision makers will determine how we are heard. A great tool for advocacy —pioneered by the Opportunity Agenda— is called VPSA (value, problem, solution, action), which you can use to help you craft persuasive and powerful messages for your advocacy.

Use storytelling skills! Try to get across an emotional message to convince others. Combine this with the right fact driven arguments.

Crafting a compelling message means first understanding what the receiver is passionate about, or has made one of their key issues, or has a personal connection to. It also looks like presenting the information in a way that actually 'speaks' to them, maybe that's in a concise 30-second pitch, or maybe it's over dinner or maybe it's in public with public accountability. And, the message will always be most compelling when it's relayed by someone that affects the receiver - are they, too, a mom? do they have a personal connection to the receiver? maybe they come from the same background. Consider all these components when crafting your message, not just the text. Finally, a mentor encouraged me to "find what makes their heart sing."

Worth Googling around the principles of a "Story House" - a framework for ensuring that your compelling message is clear, underpinned by rational RTBs (Reasons To Believe) and fuelled with emotional empathy. Remember to reiterate the future positive impact of your message and proposed activities.

Relying solely on emotional appeals can be less effective compared to a well-researched, relevant approach, as demonstrated by the American Heart Association's successful advocacy for healthier school lunches.

Choosing the correct communication channel is crucial, and leveraging your network or connections can expedite the process. For instance, in my home country, a letter is deemed the most suitable method, although it may face significant delays. Therefore, it becomes essential to network and connect with individuals who can facilitate a faster delivery, particularly in urgent situations. Above all, consistent follow-up is key.

Strengthening your network through effective lobbying, participating in community initiatives, leveraging professional networks, gaining public support, fostering local relationships, and collaborating with allied organizations can further enhance your advocacy strategy, making it more influential and impactful in the eyes of policymakers.

Consistent and clear communication that connects the dots between sustainable development and its benefits to the economy, environment, and society is key. Policymakers are more likely to listen when they can see the tangible benefits of the policies being advocated for, and when they see a broad base of support from their constituents and various stakeholders.

An Underrated part of this is *showing up when you agree with a policymaker too.* In our polarized political climate there's always so much to be outraged about it could be tempting to only fight with policymakers when they do the wrong thing. But if they know you're paying attention when they do the right thing, making you happy will be more important and building pathways towards honest communications about how they see issues becomes more possible.

Another way of gaining trust and credibility is to continually show up. Instead of only showing up when you need something, show up for other areas that align with your area as well. Demonstrate the connections between the issue you care about and other issues that the policymaker is working on. This way the policymaker begins to see you as an authority on your subject matter and knows that you are good at the follow up. Credibility comes from connection — and connection starts with showing up.

There can be special challenges when policymakers change abruptly--for instance due to an election--or when an event or development changes the landscape of an ongoing advocacy effort. In these cases, it can be helpful to take a step back and to seek channels to build or re-establish trust and credibility with policymakers and their staff. In situations marked by mistrust, it can be helpful to create a summary of how the advocacy effort was conceived, consulted and rolled out. Demonstrating the process involved--and sometimes by documenting the extent of engagement with stakeholders--can help to reassure policymakers who were not involved at the outset, as well as those who may be "spooked" by an adjacent event.

Additional to network mobilization, it's also about building strong relationships with the policymakers. Attend public meetings (legislative meetings, hearings, and events), engage in relevant forums, and participate in events where you can connect with them (like town hall meetings, committee sessions, or public forums). Establishing a personal connection can make policymakers more receptive to your perspective. Focus on establishing rapport by discussing shared interests, acknowledging their work, and expressing genuine curiosity about their perspectives. At The Children’s Movement where I served as the Senior Director, we engaged business leaders on key issues and invited them to sign-on to letters to the Governor and other legislators urging that the state take action. Some letters had just a few dozen organizational signers, others over 1,000. Demonstrating shared commitment from the communities the policy-makers serve put targeted pressure on lawmakers.

Tracking progress and success All you do can go out the drain in one-go so make sure you have defined, aligned and periodically reviewed the success metric for the work you are doing with them including the arbitary requests you may have delivered towards. This record keeping will help serve as a reminder to you and the policy maker of your contributions so far and in bad days keep you going with the same gusto.

A seasoned lobbyist once told me that policymakers are motivated by three things: Votes, Money and Press. Understanding their motivations is critical to persuading them to listen and act. On any given issue, map out who are their constituents (votes), who gives to their campaign (money) and what media outlets can influence them (press). Leverage those three legs of the stool to get them to pay attention and gain support for your advocacy effort.

And finally, when you are composing a written message that is critical to land properly, take one final review and read it out loud. If you trip over a word or phrase once, read it again; if you trip over a second time, re-write what you have written!
