Performance reviews are not meant to judge technical skills directly. I use these reviews as a way of judging softer interpersonal skills as well as 'did the team member do what they set out to do?" Then on a weekly, bi-weekly or monthly basis meet with the team member and assess how they are coming along. Actually it is more accurate to say people don't always find the truth out of data. Therefore critical thinking is required to resonate with reasonable approach and strategies. High performing data analysts are likely to proceed with logic tree which helps track and revise the process if necessary. Their workloads are evenly balance through the time periods, and the action items are backed up with strong evidences explaining why it is needed.

Data Analysts are geeks!!! (or nerd -- we can debate until the cows come home). They love to talk about the details. The challenge I have come across is their communication skills. These folks are phenomenal at coding and what-not, but communication can be challenging. I worked with several members where they could not read the room, and would present their findings (dashboards, graphs, tables, etc.) then go on to talk which code line did what. Communication skills are important. They need to convey the story of taking data to insights, but in a way that you do not loose the message. It's an ongoing skill to acquire and to mentor to.

What @Ganya Janardhan writes is correct. Their willingness to learn new skills and upskill themselves is important. I had this one team member who went through every online training that there was, every week he would have a new training badge on LI, so I naturally assumed he wanted to go deeper into Data Analytics and Data Science, so I gave him projects and assignments to help bolster that. 5 months later he quit :(. I asked him why? He said "I want to manage people and mentor them". We totally misaligned. So regarding growth potential, ask your team members what they want and develop a bespoke plan to help that team member get there.
