Based on my experience working on the Exxon Valdez oil spill in Prince William Sound, here are some learnings about how to manage stakeholder expectations: -Engage with local communities & have an effective communication strategy -Develop & implement damage assessment plan -Share timely progress updates -Practically engage & involve local impacted communities in response plan -Deploy all necessary State and Federal agencies in a well coordinated response -Effectively use technology such as GIS thematic mapping to deploy teams for spill cleanup & response -Assemble & deploy damage assessment teams for fate & effect studies -Develop databases for legal chain of custody database for legal challenges -Be sincere/upfront with affected community

The best way to manage stake holders is to regularly update them with limited information that are needed to be be provided to them. Unneccessary providing excess data that cant be understood to them may cause a panic situation. Provide them the proofs if possible, so that they should know how people are working to contain that spill. Also, if an individual is a key person handling that crisis, keep you manpower's motivation high.

You had better have an oil spill contingency plan AND have had desktop drills and (depending on the project size/criticality) a field exercise. Then- have FULL transparency and communication with all stakeholders. BUT this means Command and Control- identify who will be communicating to the public and who they report to. Critical to have experienced personnel not only in operations but Public Relations, etc. I like use of the RACI chart: Who is Responsible, Accountable, Consulted, Informed. This is the basis for any emergency response plan.
