You have to do both . Key is setting up expectations , goals to be achieved accessing the data and finally guardrails , the latter being the most important . If we have clear ROI tied to the data , good data governance structure and finally can set up restrictions and limitations and design what I call graceful failures, meaning situations when something goes long and you have to have a back up plan or alternative, then this dilemma can be easily resolved without causing privacy risks and without having to give up on data driven initiatives and ROI
