I'll add some perspectives gained from experience. To begin with, the SWOT has to be accompanied by thorough & periodical reviews of the Program and Project objectives. The SWOT analysis would enable the team to identify any issues that may be arising. The team must maintain equal focus on any peripheral issues too that may snowball into risks later. I would recommend a SWOT or even a simple appraisal on a weekly or fortnightly basis. As the program stabilises, the periodicity of the review can be tweaked. With stakeholders, it is essential to maintain the engagement levels, more so at the initial stage, so that issues related to the program can be understood through their viewpoints. The documentation goes hand in hand, of course.

Engage stakeholders through structured workshops, such as the Delphi technique, to gather expert opinions and uncover hidden risks. Maintain a dynamic risk register and prioritize risks using a Probability-Impact matrix. Additionally, analyze past project lessons to identify recurring issues. Regular reviews with cross-functional teams ensure risks are continually monitored and mitigated effectively.

In the program planning phase, identifying risks would involve brainstorming every step with all internal and external stakeholders. The brainstorming of all possible risks backed up by historical data and lessons learnt from past programs can give a brief guideline in identifying the risks. The SWOT analysis would help in categorizing the positive as well as negative risks and document them in the risk register. The more detailed this exercise of risk identification during the planning phase will be, the easier will be risk responses in the execution phase.

By creating a clear risk plan upfront, you’re prepared to address challenges before they become roadblocks.
