In my opinion, the cost of a project can be kept in check by preparing a detailed cost estimate and recording the expenses on regular basis. Incase at any stage, the expenses cross the estimated budget at particular stage, cost effective construction methods along with value engineering by use of equivalent local materials can be employed to keep the project cost under control.
