The tighter the budget the more time you will need in the concept phase to find the idea or vision that works under the given restraints. More thinking in the beginning will save a lot of work later on. Be decisive and have a clear vision. This way you reduce the time and cost of trial and error or work done only to be discarded. Make every dollar show up on screen. Communicate this vision clearly with everybody involved. Make sure the creatives are aware of the budgetary restraints and also mange the expectations of your client. A tight budget will not allow for endless revisions. You have to trust the creatives.
