My take on securing cutting edge from suppliers is rather basic, have a good relationship. An example analogy will be a relationship between between 2 human beings. There are many factors that influence and the environment also play a role, but setting those aside it is always better when there is trust maintained over time with many interactions to sustain the relationship. A supplier with a limited quantity of components will need to select and discard where to allocate those precious components. Money, trade restrictions, capacity will be the main drivers but what is more relevant after that? That is good question to have in consideration.
