There are people everywhere who have attention deficit and want to overpower and hijack any discussion. Best approach I found was to note down the suggestions and let it be discussed in open forum with pros and cons. In most of the cases suggestions given to merely show its presence are shot down by originator himself/herself. Anything not worth its ground will fall automatically

I once had a team member monopolizing the discussions, so I redirected that person to circulate amongst the group(s) to help out, while encouraging others to participate. I also asked that monopolizing team member to revisit group dynamics and appoint a different speaker for each group, so he/she can be heard and properly supported to speak-up themselves.
