So, a first solution would be slowly migrate to Free Open Source monitoring software, like Cacti. Sure, if you're in charge of a large environment it can be painful so that why I said slowly. A budget constrain means more difficulties to approve equipment replacement. So, revisit your scheduled maintenance, increase the number of maintenance for the core part of your infrastructure, react sooner to problems that eventually come up. Most of the time, the simpler the problem, the easier and cheaper it is to solve. Don't wait until it gets worse, as it will probably be more expensive to solve.
