If the changes proposed to those processes pose a threat, that has to be addressed first and given clearance considering the plan ahead. Budget allocated to current processes should not be hit, so any minor change in design or the materials chosen without creating a drastic change in results is always a possible option. Design revisions can also create finishing time schedule changes. If the decision to change can make a better impact on the end result, all stake holders are to be informed and any revisions in the schedule possible is also to be checked and accommodated.

In general I always have a security gap in budgeting which mostly helps to cover last minute change costs. But if the situation is critical and no chance for budget revision then flexibility is coming from material costs relocation
