A strategy we often used was to share the full internal memo on big announcements with external stakeholders instead of creating a separate external note. We would have the primary relationship-holder (I.e. the person in the company that the stakeholder knew best) share the memo with a short personal note indicating any additional context most relevant for that stakeholder. This achieved transparency but also demonstrated a higher level of care that hopefully also reinforced the relationship and trust.
