Once you know this the team can agree on the target SAM and how much they can collect of the SAM with the resources available . Once agreed the data will provide the best answer for the team to follow. Either the SAM makes sense to apply the resources towards it, or there is not enough ROI in the SAM to allocate the resource. This approach makes resource allocation objective and brings the team under a single goal.
