Where is the group in Tuckman's four stages of group development model? Are we still in Forming and Storming? Or are we Performing? 2. What are the DISC or Strength Finder profiles of the teammates and can we re-evaluate the team's dynamics to have a more productive flow? Clashes don't happen out of thin air, there are personal and professional reasons things are occurring and it's up to a solid manager to navigate that. People can mend people problems, a system like Agile is a tool - but this might be the wrong tool for the job.
