I don't think there is a direct relationship between product quality and the budget when it comes to software at least. I mean you are the person who is going to write the code to make a right impact. But yes, when it comes to other physical products I apply the simple rule high impact vs Low impact resources (that's how we used to keep our prices low in the market when we were selling dark chocolates). Withing a product whichever has highest impact on customer don't dare to touch, while you can work around with your low impacting things. Then it can be your electricity, mode of transportation, packaging, some times mixture of content( A nut chocolate has more peanuts than cashew, Almonds and Pistachio :-D ). But its still a nut chocolate.
