in my experience with being part of 15+ software implementations under my belt here is what i think the top questions to ask: 1) who are the stakeholders ? 2) Who are the steering committee members and are they all stake holders ? and what is the approved budget ? 3) who is the project manager/director? 4) where is the specification document for this software ? i.e. what do we want this software to do ? 5) The proposals we have match the requirements of 1,2,3,4 or not ? If yes then i will push the proposals down to be 30% less than the budget since no software project will not overrun unless it is a miracle.
