In my experience, you have to be very honest with that team member and outline the implications for he/she missing critical updates. When that occurs, you have to highlight the value their contribution(s) brings and its irresponsible given it impacts the rest of the team. I also used myself as an example to that team member, if I do not meet project deadlines, then ultimately it can compromise our company (reputation), thus reflecting poorly on everyone unfairly.
