Go further on the second point: it's more than open communication channels and dialogue between Teachers and the staff, you need to get their buy-in. They'll be the ones actually rolling it out so if they don't like or care about it you'll have a hard time with it. Figure out what's in it for them and make it good and real. It will probably either save them effort, give them more oversight or make their work more organised so you can start looking there. But make sure it's good and real that's a big one.
