Define step wise standard operating procedure involving respective teams with their exact roles and responsibilities for everyone's clarity. It should be in documented form and reviewed every quarter for any identified improvements.

Write a plan, Test the plan, review the plan, improve the plan... Make sure anyone who would need to be involved is part of the test and review. Make sure your plan allows for holiday/sickness within your team and the key Stakeholders. For example, there is no point saying that the HR manager will send messages to all staff then if an incident occurs when they are on holiday wondering how the all staff notifications will be done. Make sure you also have a backup method of contacting stakeholders and staff, while Teams/Slack may be reliable, if someone does not have Teams/Slack on their personal device and its a weekend then that will not work.
