When talking about a talent strategy, the first thing to do is to be able to catalog the skills of each skillset you have in your current human capital. Once catalogued and inserted into a database, go and scan the people who already have these skills, so that you can plan a strategic plan for circulating skills even to those who have the missing skill, i.e. even non-talented people. Once planned, the important thing is to be able to complete people's varied skillsets in the shortest time possible with a good strategic plan, for example being able to design it with Microsoft Project, having your human capital available and being able to hire people who start out totally from scratch, also creating accelerated training paths.
