Risk Management in the business space is about what happens outside the IT, often termed the 'inside threat'. How secure are the processes that the IT implements? Is there opportunity within the requirements that allow the humans to do unauthorised/risky things with the IT? Does it allow for access to underlying data (and therefore theft)? Does the hierarchy of access privileges allow the only the right people to access the right bits of the application that they need to do their role, and no more. Often this is the biggest part of the business risk, and no matter how much you trust your staff, there will always be bad actions if bad actors are allowed to do them. Do not underestimate the human element in defining a user role's privileges.
