Explanation of the issue:
So, Two Sicilies joined Reichspakt and, after winning in WK II, received all of the Italian land (except for Italian Republic). Instead of retaining it all for themselves, they fed some of it to make T H I C C P O P E and balkanized the rest.

That is one of the choices Two Sicilies has after taking the rest of Italy, they can either keep it all and become Italy, or divide it like this, with the rest of them as 2Sicilies puppets. So this is WAD
